History of Bond Project Prioritization Process – Jim Hogeboom, Superintendent

Reviewed the Facility Master Plan Process that began in 2015, Measure G on the November 2016 ballot, and the Bond Implementation Committee and the prioritization of projects from the Facility Master Plan.  Mr. Hogeboom commented that the Facility Master Plan was meant as a guide.  He also reiterated that NUSD does not receive any funding for facilities from the state of California.

Bond Project Updates – Mike Woolard, Executive Director of Facilities

Provided an update on Phase 1 projects: Administrative costs, IT – Classroom Toolkit, IT – Infrastructure Update, IT – One to World Chromebook rollout, 21st Century Furniture, NHS Performing Arts Center, NHS Center for the Sciences, NHS 2nd Practice Turf Field, NHS Re-turf Stadium Field and Track, Sewer Maintenance Repairs, SMHS Performing Arts Center, SMHS STEM Building, SMHS 2nd Practice Turf Field, SMHS Re-Turf Stadium Field, SMHS Stadium Sound System, San Jose air conditioning installation, Sinaloa new gym, Lynwood campus renovation, Lynwood FANS and M&O move, and San Ramon roof replacement.

Bond Financial Update – Yancy Hawkins, Assistant Superintendent Business & Operations

Mr. Hawkins discussed bonding capacity and repayment limited to $60 per $100,000 of assessed value per Prop. 39 to help explain the Plan of Finance of four issuances:  2017 $50,375,000; 2019 $53,375,000; 2021 or 2022 $56,475,000; 2024 or 2025 $61,775,000.

Costs of Phase I projects have increased about $23.5 million due to construction escalation costs and project expansion.  It is estimated that Phase 1 and Phase 2 projects together will be over by about $35 million.

Future Bond Project Prioritization Process – Yancy Hawkins, Assistant Superintendent Business & Operations

Mr. Hawkins reviewed the future process for bond projects which includes a Facility Master Plan Review at each school site in 2019 as well as convening the Bond Implementation Committee in the spring of 2020.

Mr. Hawkins also reviewed the cost of projects that have been proposed outside of the Facility Master Plan.  Those projects include air conditioning at schools and synthetic turf for baseball and softball fields.

About 12 community members and students commented.  Trustees discussed moving up the timeline for reviewing projects and the prioritization process and re-evaluating projects. The Trustees also discussed having another bond workshop special board meeting on September 25, 2018.
