Non-Agenda Public Comment:  Several community members commented to the Board about a potential parcel tax, special education, school closure and San Marin lights.

HIGHLIGHTS INCLUDE THE FOLLOWING:

DISTRICT ELECTIONS:  The Board held Public Hearing #3 to hear input from the community on the four proposed maps as well as give the Board an opportunity to ask questions and have discussion.  A representative from the demographer, Cooperative Strategies, presented the maps. More information and the maps can be found under Item 12.a. and b.  There are more opportunities for public comment:  September 10, 1-2 pm and 6-7 pm at the District Office and Public Hearing #4, at a date to be determined based on input from the September 10 meetings. 2019-20 STUDENT ENROLLMENT AND STAFFING UPDATE: It was reported that on Day 5, NUSD has seen an increase of about 145 students over projections at all grade levels, 37 teachers have been hired, and there seven openings. More information can be found under Item 13.a.

HEAT PLAN:  A draft heat plan was presented to address the days in the year when we experience excessive heat.  The County Health Officer is finalizing air quality guidelines which will be incorporated into this heat plan.  Several community members commented. More information and the draft plan can be found under Item 13.b.

UTILIZATION OF THE HILL EDUCATION CENTER: This is a follow up item from the Elementary School Size Committee’s Spring 2019 recommendations.  One of the recommendations was to consider moving the District Office to the Hill Education Center and leasing the District Office.  This is the first part of the request as information on leasing the District Office is not yet available.  A description of the programs along with a map indicating the space used on the Hill campus was presented.  Information on this item can be found under Item 13.c.

SOLAR POWER FIRST YEAR PERFORMANCE ASSESSMENT:  First year financial assessment for the solar panels installed on 10 campuses has realized a savings of $238,000 and has offset 88% of NUSD’s electric consumption.  More information on this item can be found under Item 13.d.

GRAND JURY REPORT AND RESPONSE:  The Board approved the District’s response to the Grand Jury Report: “The Status of Career Technical Education in Marin County.” NUSD’s response indicated that two recommendations needed further analysis and the third recommendation will be implemented in the future. The Grand Jury report and NUSD response can be found under Item 14.a.

RESOLUTIONS:  The Board approved two Resolutions to recognize Latino/Hispanic Heritage Month, September 15-October 15, 2019, and September as Suicide Prevention Month.  Both resolutions can be found under Item 14.b. and 14.c.
