Identification

At the time of enrollment, California public schools are required to determine the language(s) spoken in the home by each student.  To gather this information, all parents/legal guardians are required to complete, sign, and date a Home Language Survey (HLS) for each of their school-aged children.  

Reclassification

Students who are Reclassified demonstrate strong English language proficiency and close to grade level academic proficiency.

Novato Unified School District uses the following four criteria to establish local reclassification policies and procedures:

  1. Assessment of English Language Proficiency the state test of ELPAC Summative – Overall Performance Level 4
  2. Comparison of student performance in Basic Skills against an empirically established range of performance in basic skills of English proficient students of the same age.
  3. Teacher evaluation, including, but not limited to, a review of the student’s curriculum mastery
  4. Parent opinion and consultation

Parent Involvement

English Learner Advisory Committee (ELAC)

A committee comprised of parents, staff, and community members specifically designated to advise school officials on English Learner program services.

District English Learner Advisory Committee (DELAC)

A district-level English Learner Advisory Committee comprised of parents, staff, and community members designated to advise district officials on English learner programs and services.
