Face Coverings Required for All Board Meeting Attendees
All Board members, staff, and members of the public must wear a face covering to enter and remain in the Board meeting room. As of August 2, 2021, Marin County Health & Human Services requires everyone to wear a mask covering over the nose and mouth in all indoor settings, including local government buildings and public meetings. The County has the authority to mandate public health measures, and the Board does not have the authority to change this rule. Please Note: Individuals who are not wearing a face mask will not be permitted to enter or remain in the meeting room. The Board has made the following arrangements available to accommodate members of the public who cannot wear a mask:

• Regular Board meetings are broadcasted on Novato Community Television (NCTV), Comcast Channel 30 as well as NCTV’s YouTube Channel online.
• Public comments can be submitted as detailed below.

Consistent with Board Bylaw 9323, the Board president shall not permit any disturbance or willful interruption of Board meetings. Persistent disruption by an individual or group or any conduct or statements that threaten the safety of any person(s) at the meeting shall be grounds for the president to terminate the privilege of addressing the Board. The Board may remove disruptive individuals. (Gov. Code, § 54957.9.)

Public Comment Announcement
Individuals who cannot wear a mask for health reasons have the option to submit public comments in one of two ways:

1. Email written comments until 4:00 pm the day before the public meeting. [Public Comment webpage link]
2. Submit a written comment card during the meeting, at the entrance to the District Office, by submitting the card to staff.

 Any comment cards received during the comment period for a specific agenda item will be read aloud by District staff, after in-person comments are completed, until the 20 minute total time for public input is reached. The Board will limit the total time for public input on each item to 20 minutes. (Board Bylaw 9323.)

 Comment cards received after the 20 minute time limit for an agenda item will be provided to all Board trustees for their review.
